Academic and Professional Training
Mr. TSANG holds a Master Degree in China Development Studies from the University of Hong Kong, a Bachelor Degree in Estate Management from the University of Reading, England, and a Bachelor Degree in Law from the University of Peking. He is a member of the Institute of Chartered Secretaries and Administrators (ICSA), the Founding Member of the Hong Kong Institute of Chartered Secretaries and Administrators (HKICSA), a Corporate Member of the Royal Institution of Chartered Surveyors (RICS) and a Corporate Member of the Hong Kong Institute of Surveyors (HKIS).

Public Connection
He has been appointed as a member of various Government Advisory Boards, the Director of the Hong Kong Federation of Industry and Commerce, the Chairman of the Hong Kong Scouts Association Tseung Kwan O District, the Advisor of the Sai Kung Rural Committee, the Chairman of Service Development Committee of the Baptist Oi Kwan Social Services, the Supervisor of Pooi To Primary School and the Deacon of Tai Po Baptist Church. He does not affiliate to any political party.

Working Experience
Mr. TSANG has been responsible for numerous projects of estate development, urban planning and environmentally related works and project management in Hong Kong, including the Tseung Kwan O New Town Development, the West Corridor, the Sai Kung Harbour, the Tai Po Fu Hang Public Housing Estate, the Baptist Seminary Campus at Sai O, the University of Hong Kong Science and Technology Campus at Clear Water Bay, the Redevelopment of Pooi To Middle School and many high-rise commercial, industrial and residential buildings in the territory. He has twenty years public service experience in the Military Service (Personnel), New Territories Administration (Executive), Buildings and Lands Department and Housing Department (Professional), and is now the Management Director of ARDTK International Business Limited. He is also the Chief Executive Officer of Thomas Tsang Surveyors Limited. He is well-known in the commerce, real estate developments, education and community services and green industry in Hong Kong.
